Joe Cleary was born and raised in Philadelphia, Pennsylvania. While growing up in Philadelphia Joe was involved in football, baseball and swimming. After graduating from Temple University in 1976 with a Bachelor of Science in Civil Engineering and Construction Technology, Joe moved to Houston to work for Harvey. His first Harvey project was the Foster Wheeler III Office Building.
Joe has two grown children, Joe III and Randy. In 2007, Joe married Cathy. They share their home with their two ginger dachshunds and a cat, Ms. Kitty. While Joe is not busy at work, he enjoys golf. He is heavily involved in the community as a member of the Houston Zoo Board of Directors, the Lake Houston YMCA Board of Managers, the Director of the Education Foundation of Humble Independent School District, the Board of Directors of the Family Time Crisis and Counseling Center, the Lake Houston TIRZ Board of Directors, Associated Builders and Contractors (ABC), National Association of the Industrial and Office Parks (NAIOP), Town Center Improvement District (TCID), Fort Bend Chamber of Commerce, Montgomery County Economic Development Board of Directors, and the South Montgomery Country Chamber of Commerce.
